I think it depends more upon the topic it is, and for the target ages. Odd Squad is more for children or a general audience, Zootopia, like many movies, are for 13 on up. I think for television shows G is for everybody, PG/PG13 is for 13 on up, and etc. I believe this also applies to the discussions, so I advise that we keep this clean for any younger ones (no immature jokes).
Actually, kids can enjoy Zootopia as much as teens/adults. PG doesn't mean 13+; now it pretty means all ages except very young children.
The reason why the age limit is 13 on that wiki is most likely because Wikia's (I refuse to call it Fandom) policy states that all users must be 13+ to register on any wiki because of safety issues involving personal information (like IP address and location) and whatnot.

But yeah we don't always answer each other's comments if we can't think of anything worth saying, just so you know :)
As for Zootopia, personally I'd be willing to bet it has to do with the practically canonical shipping of Nick and Judy, and how some of that might be NSFW content. Odd Squad has comparatively very little of that, thank goodness, which is why we don't necessarily require an age restriction. Plus, we assume a child younger than 13 looking up this wiki has his/her parents helping them out :)
Well, there is a reason PG exists. It's kid-friendly, but may have some inappropriate scenes/references/whatever for the adults.
But yeah, dittoing Kerry, it's the same way on FF too, or was anyway. OS, while it does have "references only the adults will get" and some inappropriate stuff that may scare the children (such as the din that happened near the end of Oscar and the Oscarbots when they were making the juice box; a little kid, while they may think it's paint, may think it's blood comong out of the Oscarbot's finger. Then we have the oranges in the pants and the creepy smile the Oscarbot makes and we CANNOT forget the Chainsaw Discretion Shot), still has a TV-Y rating because frankly, it's for 2-5 year-olds and having known one for a while they get fascinated by anything and everything.
And may also ask questions. That too.
The theory I think is most likely is that Otis is a former villain. Not only did he never attend the Academy, but I think I remember hearing that he had some history with the Squad beforehand. Also, don't forget that Odd Todd thought he recognized Otis in the episode "Midday in the Garden of Good and Odd", but Otis quickly tried to deny it. I think he's hiding something...
Me too. Well the only way to find out is to watch that episode right?
