The qualifications of being an Evil Villain, rather than just a villain, is if what they are doing directly affects people, hurting them, or giving them an inability. (Ex: Evil Teddy turning people into Teddy Bears, Archer Achilles's potentially deadly laser bow, Odd Todd changing people into lemon heads, etc.) It also includes those who broke into the Odd Squad Headquarters and who attended the RPS tournament in Undercover Olive.
