Learning Goal[]

  • Measurement: telling time and elapsed time.

Plot (contains episode spoilers)[]

In the interrogation room, Olive and Otto confront Gooey Randall and Goopy Gus for covering places in goop and show the evidence on what they did. They also show them a lady who was covered in goop. All she knows that it was one person that gooped up the place but she couldn't really who it was due to her obviously being covered in goop. The agents conclude that one of them was responsible for it. They both say at the same time that neither of them was responsible for it. Otto and Olive then decides to keep them all night if they have to until one of them admits it. Goopy Gus reminds them that they can hold them for 20 minutes before they have to let them go. Otto doesn't believe them.

However, Ms. O confirms to them that Goopy Gus is right. They have to follow what it says on the book. Olive reads that "Odd Squad rules state you can only question someone for 20 minutes. If you can't prove they caused oddness, you have to let them go.", which indeed proves Goopy Gus correct. They agents look at the clock, in which the time reads exactly 1:00, which means they have until 1:20 to prove that they caused oddness. Olive goes to Owen to see if there is any security footage of City Hall, while Otto heads back to the interrogation room to watch those suspects. Ms. O gives Otto the book and reminds him to follow the rules. He heads back to the interrogation room.

The time is 1:03. Olive tells Owen to show her City Hall when it got covered in Goop. Owen pulls it up and zooms into the image. Olive is only able to see that the suspect is gooping up City Hall with his left hand. Olive calls Otto and tells him that she is unable to infer who gooped up City Hall and asks him how he is doing. Otto tells Olive that he has to do a staring contest against the suspects at the four-minute mark (1:04). Olive puts the call on hold and finds someone else in the same picture. Owen zooms the photo in and finds Delivery Debbie painting a picture and thinking that her picture will tell her who did it.

The time is 1:07. Otto gives up on the staring contest and tells Goopy Gus that Gooey Randall told Otto that Goopy Gus did this. Goopy Gus tells him that he didn't do it because he was sitting right to next to him the whole time. Gooey Randall clarifies that he would never betray him because it's against their rulebook. Just then, Ms. O comes in and asks Otto how the smoothies are coming along, Otto is confused, but Ms. O tells him that the suspects get their smoothies halfway through their 20 minutes. Gooey Randall attempts to leave to get a smoothie from a store, while Ms. O tells them that get their smoothies at 1:10, which is in one minute (1:09). Gooey Randall and Goopy Gus are about to leave when Ms. O stops them and says that they don't have to taste good. She squeezes the oranges in the smoothies and serves them their smoothies.

The time is 1:12. Olive meets Debbie, who was painting City Hall when it got gooped. Debbie shows Olive her painting where a person with blue eyes is gooping up City Hall. Meanwhile, Otto had to take the suspects trick-or-treating around headquarters. She also finds Janitor Jerry in the painting. She decides to take the painting with her.

The time is 1:15. Gooey Randall and Goopy Gus are sitting in comfortable chairs, but they don't find them comfy and they start leaving only for Ms. O stop them, who asks them why they're leaving. Gooey Randall says that his back is hurting and which she apologizes for and cures her back before telling them to sit down. They sit down as told. Otto looks at the clock and finds out that it's 1:17 with only three minutes left and there still hasn't been any progress with the investigation.

The time is 1:17. Olive meets Janitor Jerry who tells her that he saw someone drop a potato chip bag, a candy wrapper, and a banana peel (which was bruised because he didn't take care of his fruit). However, he doesn't know what he looked like.

The time is 1:18 and it's almost 1:19. And they only have 60 seconds which is a minute before they are automatically released. Olive comes back to the interrogation room and the only clues she has are that a blue-eyed, left-handed litterbug was responsible for it. Otto tells them that shesolved the case. Otto explains it in a flashback within the last 30 seconds, one of the suspects taking their smoothie with their left-hand, one of them littering candy wrappers all over the floor after coming back from trick-or-treating, and one of them having blue eyes while doing the staring contest, and they conclude that it was... Goopy Gus. And they solved the case just in time, at 1:20. Ms. O congratulates the agents and apologizes to Gooey Randall for the inconvenience of the 20 minutes. However, Gooey Randall claims that the last 20 minutes were the best of his life with staring contests, trick or treating, and massage chairs. He also decides to commit an odd crime just to land up back in the interrogation room and sadly leaves. Ms. O then decides to rewrite the rule book and Otto claims he doesn't want to do that again.

Trivia[]

  • The title comes from the colloquial English phrase "by the book," which is also said by Ms. O in the episode script.
  • It is revealed that agents who find any suspects guilty for committing a crime have to prove it in within 20 minutes. If within 20 minutes there is no proof of any oddness caused, the agents automatically have to let the suspects go. In addition, within the 20-minute frame, one of the agents has to do a staring contest with the suspects at the 4-minute mark, give the suspects smoothies at the 10-minute mark (halfway in the 20-minute frame), and make the suspects sit in comfy chairs. However, after that incident, Ms. O and the agents had to change up the rules.
  • These are the first appearances of Gooey Randall and Goopy Gus together. They had future appearances, but they only appeared individually in "It Takes Goo To Make A Feud Go Right" and "Odds And Ends" respectively.
