Plot (contains episode spoilers)[]

Otto and Olive are on a case where a man is thinking of changing jobs where his heart is telling him that he wants to work in a bank, after being a professional dancer his entire life. However, he doesn't have any experience in working with the bank. Olive asks the man if he has an odd problem to which he replies "yes". He shows Olive and Otto that whenever he opens his fridge, confetti shoots up and party music plays. Olive concludes that the Party Pooper gadget will do the trick. She zaps it and the man opens it and this time there is no confetti or party music playing. The man thanks the agents for his help. They wish him a wonderful day and leave. However, when the man opens his milk box, more confetti shoots up and party music plays, and wonders if it's still good to drink.

The agents run into Ms. O and ask her if it is wear-a-bathing-suit-to-work day to which she says "no". Olive asks her why she is wearing a bathing suit. Ms. O tells them that she likes to swim when she is not working. Ms. O gets distracted and Olive calls her. Ms. O tells them that something odd has happened to her friend's pool and tells them to fix it so that she can swim in it or else she will get very grumpy. She splits the noodle indicating that she is going to lose her temper and the agents immediately leave.

The agents reach Ms. O friend's pool and find out that there is snow and ice in the pool which is why Ms. O's is unable to swim. Otto tries to measure how cold it is but he is unable to because he is distracted by the wind. Olive tells Otto that if they're measuring temperature, then they will measure it with thermometers. On land, the temperature is 100 degrees Fahrenheit, while on water, the temperature is only 20 degrees Fahrenheit. Water freezes when the temperature is below 32 degrees Fahrenheit and 20 is below 32. Just then, Olive's badge phone rings, which happens to be Oscar. Oscar asks them how they're doing. Olive tells him that they're getting closer. Oscar tells them to hurry up because Ms. O needs to swim in it badly. He told her to take a drink of water to calm, but he gets splashed by Ms. O, indicating that she didn't like the drink of water. Olive wonders who changed the weather and she and Otto think that the weatherman changed it and they go to pay him a visit.

They go to the news studio and confront the "Weatherman", who is actually Frank Tudesco, a sports interviewer, and Olive watches his recaps every night. Frank Tudesco was in the middle of interviewing Sven Jorgenson about how much he loves skiing and skating. Sven says that he loves them. Olive tells him that the weatherman has been changing the weather and they are trying to look for him. He says that they're at Studio 2 and they should go to Studio 9. They leave the studio while Frank continues interviewing Sven.

They ask the manager where Studio 9 is. She tells them to go down the hallway and make a right and decides to walk them there. They run since they are in a rush. Meanwhile, the Weatherman is discussing what the weather is going to be like this week and clarifies that the weather is going to be nice all week when Olive and Otto enter the studio and stops the real Weatherman. The manager decides to leave. Olive and Otto confront the real Weatherman and claim that he was the one who changed the weather. The Weatherman snaps at them and tells them that he didn't do it. The agents are disappointed. The Weatherman is also upset and tells the agents that he has been getting reports all over town about things turning cold. Olive knows that it's Ms. O's pool, but there is more than just that. The blue areas are at 20 degrees Fahrenheit, which is too cold for summer, while the rest of the town has proper weather. Olive wonders why some places are cold and some are not and they decide to go to the Mathroom.

They enter the Mathroom and unexpectedly find Orchid, who asks if they know anything about knocking before entering the Mathroom. They apologize to Orchid, who forgives them and clarifies that she is almost finished. She tells Mathroom to run the numbers one more time, in which it does, and now understands it. Orchid gives Olive a letter and tells her to give it to Orchid's brother if she doesn't make it back, only for Orchid to immediately realize that she is going to make it back and takes back the letter.

Olive tells Mathroom to show them the weather map of town, which it complies to them. Then she tells her to show them to highlight the places that are cold. They conclude that only the places affiliated with water and the hills are cold. Otto points out that Sven must be happy because water freezes when the temperature is below 32 degrees Fahrenheit, in which the aforementioned places are at 20 degrees Fahrenheit, causing the water and hills to be frozen with ice and snow, which allows Sven to ski or ice skate. Mathroom brings up the profile of Sven Jorgensen, where he is a championship skater, championship skier, and a part-time inventor. Olive realizes that Sven invented something to change the weather and she and Otto exit the Mathroom to find Sven.

Meanwhile, Sven is skiing and having fun in the snow, and he is stopped by Olive and Otto, who both confront him for changing the weather by keeping it less than 32 degrees so that everything freezes. Sven clarifies that they are correct but they'll never find his temperature-changing machine. Olive distracts him by telling him to look at the snowflake on the ground, while Otto takes off his strange hat and find the gadget used to change the weather. He asks why he did it. Sven says that he hates having to wait to do his winter sports all summer. He wants to ski, skate, and make snow-angels. Otto tells him that he can't anymore. Sven starts escaping with the agents pursuing him. They are still running after Sven and they eventually use the gadget to set to 20 degrees Fahrenheit and trap Sven as he runs into a puddle, in which Sven surrenders. They call Oscar and inform him that the temperature problem has been fixed and Ms. O can continue swimming, however, Oscar tells them that Ms. O already flooded headquarters because she couldn't wait any longer. They then realize that they have to get into their swimsuits.
